    Is Extreme Heat a Health Emergency?

    July 2026 was the hottest month ever recorded in the US, while the UK and France are bracing for another round of extreme heat, putting vulnerable people at greater health risk.

    July 2026 has brought record-breaking heat across parts of the Northern Hemisphere, with the US recording its hottest month in 132 years while the UK and France prepare for another round of extreme temperatures.

    The heat is not only a weather concern but a growing public health threat, with prolonged exposure increasing the risk of illness and death.

    According to the National Oceanic and Atmospheric Administration (NOAA), the contiguous US recorded an average July temperature of 76.9°F (24.9°C), making it the warmest July and the warmest month overall in the 132-year record. (1✔ ✔Trusted Source

    The temperature was 3.3°F above the 20th-century average and narrowly exceeded the previous July records from 1936 and 2012.

    The heat was especially unusual overnight. Average nighttime temperatures reached 64.2°F, the highest recorded for any month and 3.7°F above average. Daytime highs averaged 89.5°F.

    Heat was widespread, with every state in the contiguous US recording temperatures at least 1°F above its 20th-century July average. Thirteen states experienced one of their five hottest Julys, while Wyoming recorded its hottest month ever.

    The heat also came with drier conditions. July precipitation across the contiguous US was below average, and about 48.5% of the country was experiencing drought as of August 4. These dry conditions can worsen wildfire risks and make extreme heat harder to manage.

    France’s southeastern regions could see temperatures close to 40°C, while an amber heat-health alert has been issued for much of England, where temperatures are expected to reach 36°C.

    The wider European summer has already brought drought, wildfires, and record temperatures. Western Europe recorded its hottest June-July period on record, with an average temperature of 21.62°C, according to Copernicus data cited in the report.

    France has experienced particularly severe heat. June 23 was the country’s hottest day on record, with temperatures reaching 44.3°C in the southwest. More than 5,700 excess deaths were recorded during the June heatwave.

    In England and Wales, provisional data also indicate an exceptionally dry July, with the month reported as the driest in records dating back to 1836. Earlier heatwaves in May and June were linked to more than 2,800 excess deaths.

    How Is Extreme Heat Becoming a Major Health Threat?

    The health impact extends far beyond heat exhaustion. Extreme temperatures can worsen cardiovascular and other chronic diseases, increase pressure on hospitals, and disproportionately affect vulnerable groups.

    Those at greater risk include:

    • Older adults.
    • Young children.
    • Pregnant women.
    • People living with chronic illnesses.
    • Outdoor workers.

    According to the World Health Organization (WHO) Regional Office for Europe, heat has caused more than 200,000 deaths across the European Union and associated countries over the past four years.     The WHO’s updated Heat-Health Action Plans Guidance recommends eight areas of action, including:

    • Heat-warning systems.
    • Identifying vulnerable populations.
    • Public communication.
    • Stronger health services.
    • Reducing heat exposure.
    • Monitoring heat-related illness.

    This means protection cannot rely only on people drinking more water or staying indoors. Cities and health systems also need cooling centres, shaded and greener public spaces, checks on vulnerable people, flexible work schedules during extreme h+eat, and enough healthcare staff to handle increased demand.

    With heatwaves becoming more frequent and intense, the latest records from the US and Europe underline the same message: extreme heat is increasingly a public health emergency, not simply a seasonal weather event.
