New Delhi: Labour and employment minister Mansukh Mandaviya Tuesday said the central government has fully operationalised the four new labour codes which are both pro-worker and business friendly.

Going forward, the ministry plans to come up with a comprehensive employment policy that will serve as a blueprint for employment generation, he added. “Labour and industry should complement each other and adapt to change for effective coordination,” he said while addressing the CII summit. He said the four new labour codes consolidated 29 labour laws into a simplified and contemporary framework.

Earlier this month, the central government published the final rules across the four Codes, making them fully operational. The four codes are namely the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020, and the Occupational Safety, Health and Working Conditions Code, 2020, came into effect from November 21, 2025.

According to Mandaviya, India is emerging as a big market for the world due to its huge domestic demand.
