    Haryana RERA gives developers four-month relief as Iran war disrupts projects

    New Delhi: Days after the Ministry of Housing and Urban Affairs advised state real estate regulatory authorities (RERAs) to grant a four-month extension to developers in view of the West Asia conflict, which has disrupted global supply chains, Haryana RERA has extended project deadlines.

    “The geopolitical situation in West Asia has severely disrupted global supply chains, leading to acute shortages of vital construction materials. By recognising this as a ‘force majeure’ event, the authority has shown a deep understanding of the unprecedented challenges currently burdening the real estate sector. This timely relief provides the industry with crucial breathing room to navigate these external shocks without compromising on quality or project viability,” said Pradeep Aggarwal, Founder and Chairman, Signature Global (India) Ltd.

    Developers across the country have been demanding an extension of up to 12 months as construction has taken a hit due to the Iran war.

    “This advisory is a crucial legal and financial lifeline for developers navigating severe external supply disruptions. By recognising these global supply shocks, regulators remove the immediate threat of unfair penalties and litigation for delays completely outside a builder’s control. Crucially, introducing a single common order eliminates bureaucratic hurdles and tedious project-by-project compliance filings. This uniform statutory relief allows developers to maintain RERA compliance, stabilise project balance sheets, and focus capital on completion rather than legal defence, ensuring the real estate industry remains resilient without penalising proactive builders,” said Rishabh Periwal, Senior Vice President, Pioneer Urban Land and Infrastructure Ltd.

    The extension for registration of real estate projects has been provided under the force majeure provisions of the Real Estate (Regulation and Development) Act, 2016.

    The extension has been proposed for the completion timelines of registered real estate projects whose completion date, revised completion date or extended completion date falls on or after February 28, 2026.The advisory also recommends that state RERAs issue a common order to avoid separate applications from individual projects.

    While a four-month delay creates immediate inconvenience by forcing buyers to manage extended rent or delays in move-ins, it shields them from far worse alternatives, such as abandoned projects, compromised project quality and developer insolvency amid severe global material shortages.

    By allowing this timeline cushion under RERA’s force majeure provisions, the government ensures developers can complete homes properly without cutting corners, giving buyers seamless delivery of a quality asset rather than a rushed, litigated project.

    “By acknowledging the unavoidable supply chain disruptions stemming from the West Asia crisis, the authority has provided crucial breathing room for developers facing material shortages and logistical delays. This proactive step helps mitigate the risk of unfair penalties and ensures that project quality isn’t compromised by rushed timelines. It reinforces investor confidence by demonstrating regulatory flexibility in the face of global macroeconomic shifts, ultimately protecting both the developer’s viability and the homebuyer’s long-term interests,” said Adil Altaf, CEO, ANHAD Developers.
