    Norma is the new S-Rank agent in Zenless Zone Zero, introduced in the second phase of Season 3. She is a member of the External Strategy Department, who also appeared in the latest story quest featuring the floating city of Roscaelifer. As a Stun specialist from the Fire element, Norma Hollowell is equipped with turrets that allow her to deal off-field damage and consistently stagger targets.

    She can further trigger Chain Attacks for all allies. If you want a sub-DPS with consistent damage and stun capabilities, Norma is the agent to use. This article further discusses her best build in Zenless Zone Zero.

    Chief Sidekick (S-Rank)

    Increases the wearer’s Impact by 30 and causes their DMG to ignore 15% of target’s Fire RES. When the character is not active, they gain 0.4 Energy Regen per second. Dealing Fire DMG with an EX Special Attack, boosts all Agents’ DMG by 12.5% for 30 seconds, up to two times.

    Steam Oven (A-Rank)

    For every 10 Energy accumulated, the equipper’s Impact increases by 2%, stacking up to eight times. After Energy is consumed, this bonus remains for eight more seconds. The duration of each stack is calculated separately.

    Serving as the signature W-Engine for Norma in Zenless Zone Zero, Chief Sidekick rolls with attributes suitable for the agent. Aside from offering a 24% Crit Rate, the weapon offers Impact and causes her attacks to ignore the target’s Fire Resistance. She benefits from the extra Energy Regen, while her team makes the most of the damage buff.

    The Steam Oven is a solid A-Rank W-Engine for Norma in ZZZ, offering a stackable Impact buff. She also receives 50% Energy Regen from the passive, which will allow her to frequently deploy turrets during combat.

    These Drive Discs in Zenless Zone Zero offer the optimal stats for Norma. The 4-Piece King of the Summit set was curated specifically for the character, as it allows her to increase the entire squad’s CRIT DMG when she uses EX Special Attack or Chain Attack. She can also apply more Daze to targets with every attack.

    We have used the 2-Piece Woodpecker Electro set as a stat stick. It increases Norma’s CRIT Rate by 8%. Refer to the following list for her Drive Disc’s main stat priority:

    • Core Skill> Special Attack> Chain Attack> Assist> Basic Attack> Dodge

    Norma’s Core Skill enhances her damage output and triggers Chain Attack instead of Quick Assist when she retains a certain amount of Preheat Chamber. You would want to upgrade this ability first given its effectiveness. Focus on Norma’s EX Special Skill next to bolster her turret damage.

    Here are some of the most effective teams for Norma in Zenless Zone Zero:

    • Norma+ Evelyn+ Astra (Best team)
    • Norma+ Starlight Billy+ Lucia
    • Norma+ Pyrois+ Nicole (F2P team)
    • Yixuan+ Norma+ Lucia

    Evelyn and Astra Yao are among the best teammates for Norma. The former serves as a main DPS capable of nuking targets. Having a Stun sepcialist in the team will unlock Evelyn’s additional ability and provide additional damage with it.

    Astra Yao will further buff their damage output and heal over time whenever required.
