EES is itself a sweeping overhaul of Europe’s borders, replacing passport stamps with digital records of when non-EU travelers enter and leave participating countries and collecting biometric information such as facial images and fingerprints. After years of delays, it began a phased rollout in October 2025 and became fully operational in April 2026.
That rollout has hardly been seamless. During the peak summer travel season, EES has been blamed for significant bottlenecks at some European airports, with border-control waits stretching to several hours and some travelers missing flights. In July, major airline and airport groups went so far as to ask the European Commission to allow EES checks to be suspended when passenger volumes overwhelmed border-control facilities.
Those problems help explain why officials may be reluctant to introduce another layer of Europe’s new border infrastructure before EES is running more reliably.
“ETIAS can’t function properly until EES works everywhere,” Couix says. “Europe essentially decided to renovate the entire house before installing the doorbell.”
That dependency has helped turn delays to EES into delays for ETIAS. But rolling out the systems also requires coordination among dozens of national governments, airports, border crossings, and transportation operators. “It’s less a story of one big failure than of thirty small ones compounding,” Couix says.
As recently as April, the European Commission maintained that ETIAS would launch in the final quarter of 2026. Now, the official ETIAS website no longer gives a target window, and the EU has not announced a replacement date.
What does the ETIAS delay mean for upcoming Europe trips?
For now, not much—and that’s largely good news for travelers.
Americans visiting Europe under the existing visa-waiver rules do not currently need ETIAS, and applications aren’t open. Yet years of headlines and shifting launch dates have already led some travelers to believe otherwise.
“Because ETIAS has been widely reported in the news for years, many travelers assume it is already live,” says Leon. “People frequently call or email us asking us for our services for their ETIAS application for an upcoming trip next month.”
The confusion has also created an opening for unofficial ETIAS websites. Leon warns travelers to be particularly wary of sites offering to “expedite” or “pre-register” an application before the program has launched.
“Until the official system launches, there is no legitimate ETIAS application to submit and no reason to hand over passport details or payment information for one,” Leon says.
Once ETIAS does go live, travelers will be able to apply online through the official ETIAS website or mobile app. For most Americans, the €20 authorization should be relatively straightforward, and once approved, it will generally remain valid for multiple trips over three years, provided the associated passport remains valid.
For anyone booking a trip for late 2026 or 2027, the moving timeline doesn’t mean you should hold off on making plans. Instead, keep an eye on the entry requirements as your departure approaches, particularly if your trip is still many months away.
As Couix puts it, “For any trip you’re planning now, ETIAS should be the last thing keeping you up at night.”
