    Slum Rehabilitation Authority identifies 18 more clusters across Mumbai region for redevelopment

    The Slum Rehabilitation Authority (SRA) has identified 18 additional slum clusters across the Mumbai Metropolitan Region for redevelopment under the state government’s Slum Cluster Area Redevelopment Scheme, encouraged by strong investor interest in its pilot project at Andheri (West), said persons familiar with the development.

    The move is part of Maharashtra’s broader push to transform Mumbai into a slum-free city and provide safe, permanent housing to residents through large-scale redevelopment projects envisaged under the State Housing Policy 2025.

    According to officials, the process of obtaining approval from the High-Powered Committee has already been initiated for several major clusters, including Majaswadi in Andheri (East), Behrampada in Bandra (East), and the Wadala Truck Terminal area in Wadala, among others.

    The state government had on November 13, 2025, approved the implementation of the Slum Cluster Area Redevelopment Scheme to accelerate redevelopment of large slum pockets through an integrated planning approach. The scheme aims to unlock redevelopment in densely populated informal settlements where conventional project-by-project rehabilitation has faced challenges.

    As part of the initiative, SRA launched a 101.36-acre slum cluster redevelopment project at C.D. Barfiwala Marg in Andheri (West) as a pilot. The project drew significant interest from private developers through a competitive bidding process, with Reliance 4IR Realty Development Ltd emerging as the successful bidder.

    Sources said the proposal for appointment of the successful bidder has been submitted to the state government for approval.

    The response to the Andheri project demonstrates growing participation by large private sector companies in slum redevelopment, a segment increasingly being viewed as an opportunity to contribute to inclusive urban development while creating long-term housing stock, they added.The cluster redevelopment model is expected to play a key role in addressing Mumbai’s housing challenges by enabling comprehensive redevelopment of larger land parcels, creating modern infrastructure and improving civic amenities alongside housing rehabilitation.

    According to estimates, projects proposed under the scheme are expected to facilitate the rehabilitation of approximately 6 lakh to 7 lakh slum residents across Mumbai.

    The initiative goes beyond housing creation and seeks to improve the overall urban environment through planned redevelopment, better roads, upgraded infrastructure, enhanced public amenities and improved living conditions for residents.

    The expansion of the cluster redevelopment programme comes at a time when the state government is placing renewed emphasis on urban renewal and affordable housing, with policymakers viewing large-scale redevelopment as a critical tool for improving the quality of life for lakhs of Mumbaikars while reshaping the city’s urban landscape.
