    Niti Aayog to strengthen model concession agreement framework for multi-modal logistics parks

    New Delhi: Niti Aayog has said it is closely working with the Highways Ministry and National Highways Logistics Management Limited for the revision and updation of the model concession agreement for multi-modal logistics parks.

    The move aims to strengthen the framework for the effective implementation of multimodal logistics park projects.

    The Aayog, in its ‘Annual Report 2025-26’, said the model concession agreement (MCA) is undergoing extensive deliberations, with the objective of enhancing biddability, viability and bankability of such projects.

    Niti Aayog has also worked with the Railways Ministry towards appraising the proposals, project structures, and bid documents (request for proposal and model concession agreement) for the redevelopment and operation of railway stations in Vijayawada (Andhra Pradesh).

    “The brownfield redevelopment contemplated under the projects also allowed for development of commercial areas attached to the railway stations, for maximisation of the revenue potential of the allocated land parcels,” the Aayog said, adding that the projects have received in-principle approval and are now in the bidding stage.

    The government think tank said it also worked with the Ministry of Youth Affairs and Sports for developing a concept paper outlining the proposed concession framework for undertaking projects for the development of integrated sports stadiums in the PPP Mode.Also Read | India Inc must move beyond protectionism to become global manufacturing hub: Niti Aayog’s Rajiv Gauba

    The proposed PPP framework has been developed for undertaking such projects on a DBFOT (design, build, finance, operate, and transfer) basis, with the ultimate objective of creating multi-use sports stadiums in line with international best practices, through participation of the private sector, it added.

    Niti Aayog was constituted through a resolution of the Union Cabinet dated January 1 2015. It serves as the government’s apex policy think tank, mandated to provide directional and policy inputs.
