PM calls for breaking horizontal and vertical silos within government
During the meeting, Prime Minister Modi emphasised the need for stronger team building across ministries and departments and called for a coordinated approach in governance.
“He emphasised the need to break both horizontal and vertical silos within the Government so that departments function in close coordination and deliver integrated outcomes,” the government said in a statement.
Highlighting the importance of citizen-centric governance, the Prime Minister said that people must remain at the centre of governance and policymaking. He said every decision and policy should be guided by the interests and aspirations of citizens.
The Prime Minister also stressed the importance of developing indigenous technologies, stating that while India is making significant investments in infrastructure, equal priority must be given to building domestic capabilities.
“He underscored the importance of technological self-reliance and building domestic capabilities in critical sectors,” the statement said.
Prime Minister Modi also linked energy security with national security, economic stability and citizens’ welfare. He said India must achieve self-reliance in the energy sector through innovation, diversification and accelerated capacity creation.
He further said reforms should be viewed as a continuous necessity for effective governance and stressed the need to reform processes, improve work culture and strengthen institutional efficiency.

PM stresses cybersecurity ecosystem, proactive outreach against misinformation
Discussing the growing role of technology, Prime Minister Modi called for greater focus on cybersecurity to safeguard India’s digital systems and infrastructure from emerging threats.
“He stressed the need for constant vigilance against emerging cyber threats. He called for encouraging greater participation of young innovators and entrepreneurs in the cybersecurity ecosystem and emphasised that it should evolve into a nationwide movement,” the government said.
The Prime Minister also emphasised the importance of proactive communication on strategic sectors where the country is undertaking major initiatives, with the aim of countering misinformation and unfounded fears.
He said new academic courses should be planned in partnership with industry to equip the workforce with skills required by emerging and future industries.
Prime Minister Modi also observed that a government must continuously evolve with changing times.
“He also observed that a government must always remain youthful, dynamic and forward-looking, continuously adapting to new challenges and opportunities with agility and innovation,” the statement added.
The meeting was attended by the Cabinet Secretary, Secretaries of key ministries and departments, and senior officials from the Prime Minister’s Office. Secretaries shared their experiences and perspectives on ongoing initiatives, future priorities and challenges in implementation.
