Patronage can’t stop transfers: Manohar Lal on CPWD posting culture

NEW DELHI: Taking a swipe at the long-entrenched ‘Delhi club’ within Central Public Works Department (CPWD), housing minister Manohar Lal on Sunday said that some employees had, over the years, mastered the art of staying posted in the capital for more than three decades with the help of influential patrons. He said since the agency rolled out a transparent transfer policy, many approach him seeking to have transfer orders cancelled.Addressing CPWD’s foundation day celebration, the minister said, “I was told that there were some people who never got transferred for 20-30 years. None was able to move them out. Big and influential people started approaching me for them when transfer orders were issued, saying they have known such employees for years. I told them that at least it will happen this time and we will see it next year.”His remark alluded to a known reality in govt circles that CPWD employees often build close equations with political leaders and senior bureaucrats while overseeing the maintenance of their official residences and offices.Minister said employees should think for the good of all their colleagues and not just themselves. He also urged the CPWD staff to put their best efforts for public good. “Some people had told me and I am not saying this — CPWD is the Corruption Public Works Department and some said Corruption Power Wala Department. But I say it’s a Comprehensive Power Wala Department that has huge potential,” he said.
