New Delhi: Tamil Nadu, Uttar Pradesh, Mizoram and Delhi have been categorised as ‘exemplars’ while 11 states and UTs including Gujarat and Kerala are ‘high performers’ in the logistics performance ranking, as per the Logistics Ease Across Different States (LEADS) 2025 report released Wednesday.

The report presents a national assessment of logistics performance across states and UTs based on policy, infrastructure, service delivery and regulatory dimensions in the logistics sector.

The LEADS 2025 framework has transitioned from its previous three-tier classification of ‘Achievers, Fast Movers, and Aspirers’ to a more comprehensive four-tier performance framework- exemplars, high performers, accelerators and growth-seekers, the Department for Promotion of Industry and Internal Trade (DPIIT) said.

“LEADS 2025 also places greater emphasis on measurable and evidence-based indicators, with nearly 59% weightage assigned to objective indicators to strengthen assessment robustness and implementation tracking,” it said in a statement.

High performers comprise states and UTs that demonstrate strong and consistent outcomes across the majority of performance indicators.
